According to an arrest report, on Aug. 28, an independent adult investigator, who was not working at the direction of FIU police or any other law enforcement agency, created or operated an online persona, posing as a 15-year-old. The investigator was using the dating app Grindr when Inostroza-Ibanez contacted the account, authorities said.
