In June, Philadelphia police found 44-year-old Eugene Horsch parked illegally in a space reserved for law enforcement, with a woman in the back seat. According to reports from local outlets, the woman had an ID from a missing woman , Blair Tonzelli, that she presented to officers as her own, later telling them that Eugene Horsch gave it to her.
