A grand jury has declined to indict a North Carolina man who authorities accused of potentially planning a mass shooting around the time of a New Orleans festival, according to the Louisiana Attorney General's Office. Christopher Gillum, a former Chapel Hill police officer, has been released from custody after the grand jury declined to pursue charges, officials announced Thursday. Gillum was arrested at a Florida hotel in April with hundreds of rounds of ammunition and a handgun. Louisiana Attorney General Liz Murrill said several jurisdictional issues complicated the case. According to her office, the alleged threat communicated to a family member occurred in North Carolina, Gillum was arrested in Florida and he never entered Louisiana until after his arrest.
