According to court records, Perry Bernard Green is charged in federal court with kidnapping and attempted carjacking. Investigators say the attack happened at around 7 a.m. on the fifth floor of Texas Medical Center Garage 1, which is near Fannin and Dryden. Green, who investigators say was armed with a kitchen knife, is accused of forcing the woman into her car.
