A New York man will remain in the Ocean County Jail while facing arson-related charges stemming from an incident earlier this year in South Toms River where he allegedly threw a Molotov cocktail at a car , authorities said. Ocean County Prosecutor Bradley D. Billhimer announced Tuesday that Judge Kimarie Rahill ordered Tashaun Normand, 42, of the Bronx, New York, to remain detained. Normand faces two counts of aggravated arson and two counts of possession of destructive devices in connection with an incident that occurred on March 23, 2026.
