A 22-year-old man has been identified and charged being shot by police during a traffic stop in Waterloo last week , according to the Iowa Division of Criminal Investigation. DCI identified Deandrew Naqawn Spates as the person involved in the Sept. 16 shooting. Waterloo Police say an officer stopped a car in the 800 block of Sycamore Street and the officer fired their gun.
