A 42-year-old Portland man has been charged with second-degree murder for allegedly shooting and killing a woman in Tigard on Friday. Tigard police arrested Christopher Ross Fisher shortly after the shooting, and he remains in Washington County Jail. Friday, officers responded to a report of a shooting in the parking lot of an apartment complex in the 9000 block of Southwest Washington Square Road, near the Washington Square Mall. Witnesses reported seeing a man shoot a woman before leaving on foot. The woman, who police have now identified as 32-year-old Savannah Gideon, died at the scene.
