Second arrest made in fatal El Cerrito shooting

The shooting happened just after 12:15 p.m. on Aug. 23 in the parking lot of the Del Norte Plaza shopping center in the 11200 block of San Pablo Ave. Officers arrived to find a man suffering from at least one bullet wound near the Los Moles restaurant. He died at the scene. Authorities on Tuesday identified the victim as 21-year-old Jakai Couch, of Castro Valley.
