Billings police investigate a fatal accident in a parking lot in the Billings Heights on Sept. Police and Montana Highway Patrol officers are on the scene of a crash involving a Billings Police Department patrol car at the intersection of 3rd Street West and Broadwater Avenue Thursday morning.
