ALBANY — The U.S. Marshals Service is offering a $5,000 reward for information leading to the arrest of Jacqua Cowan, a 19-year-old who was charged in the March 2025 shooting death of Jamier Allen in the South End of Albany. A warrant issued June 11 charges Cowan with 10 counts, including second-degree murder, conspiracy in the first-degree and criminal possession of a weapon, according to a news release issued by the Marshals Service. Cowan is 5 feet, 7 inches tall and weighs around 115 pounds.
